2009-10 for 'second degree students' who are studying for a qualification t=

is at the same level, or lower than, a qualification that they have already
been awarded. The Government took this decision because it believed that
teaching such students 'is not... usually as high a priority for public fun=
ding
as support for students who are either entering higher education for the fi=
rst
time, or progressing to higher qualifications'.<o:p></o:p></span></p>
